How the pathway operates
The Rural Community Immigration Pilot (RCIP) was launched by IRCC on 30 January 2025 as the permanent successor to the Rural and Northern Immigration Pilot (RNIP), which concluded on 31 August 2024. RCIP creates a community-driven pathway designed to spread the economic benefits of immigration to 14 participating rural communities in Ontario, Manitoba, Saskatchewan, Alberta, and British Columbia.
Unlike federal Express Entry programs, RCIP does not use the Comprehensive Ranking System (CRS). Instead, candidates secure a full-time job offer with a designated employer in a community-identified priority occupation, receive a community recommendation certificate, and then apply directly to IRCC for permanent residence.
Mandatory Warning on Job Offer Fraud
Paying for a job offer or a community recommendation is illegal under Canadian federal law and strictly prohibited. Any misrepresentation, forged LMIA, or unauthorized payment can lead to immediate visa refusal and a mandatory 5-year ban from Canada. Always verify prospective employers directly against the community’s published designated employer registry.
Key Eligibility Requirements
- Genuine full-time, non-seasonal job offer from a designated local employer in one of the 14 participating RCIP communities.
- The job offer must be in an occupation identified as a priority sector by that specific community.
- At least 1 year (1,560 hours) of continuous or non-continuous paid work experience in the past 3 years. The work experience must match or be within one TEER level of the offered position (TEER 5 jobs require experience in the exact same NOC). International graduates from local public colleges may be exempt.
- Language proficiency: minimum CLB/NCLC 6 for TEER 0 and 1; CLB/NCLC 5 for TEER 2 and 3; CLB/NCLC 4 for TEER 4 and 5.
- Canadian high school diploma or foreign equivalent verified with an ECA.
- Settlement funds meeting the pilot schedule (unless currently working legally in Canada).
- Demonstrated genuine intention to reside and establish yourself economically within the recommending community.
