Canada Express Entry Changes 2026: New CRS Points, Job Offer Rules and High-Wage Occupation Benefits

Canada is changing how Express Entry scores Canadian work experience and job offers from 3 November 2026. On 16 October 2026, Immigration Minister Lena Metlege Diab announced major revisions to the Comprehensive Ranking System (CRS): a new Labour Market Integration factor, extra points for high-wage occupations, and the return of job offer points without an LMIA.

21 Oct 2026 · 9 min read · Policy Changes

1. A New CRS Factor: Labour Market Integration

The Labour Market Integration factor awards points for either Canadian work experience or a qualifying job offer in a high-wage occupation — never both. IRCC will automatically calculate and award whichever route gives you the higher score.

Labour Market Integration Factor Maximums
Scoring RouteWith Spouse or PartnerWithout Spouse or Partner
Canadian work experience (work-length + high-wage bonus)Up to 140Up to 150
Qualifying job offer in a high-wage occupationUp to 100Up to 100

Factor Cap

The absolute maximum for the entire Labour Market Integration factor is capped at 150 points for single candidates and 140 points for candidates with a spouse or partner.

2. Canadian Work Experience Points Plus a New High-Wage Bonus

The foundational work-length points remain unchanged from the current scoring awarded today for qualifying Canadian experience in any TEER 0–3 occupation. What is completely new is the high-wage bonus added on top.

  • Example: A single applicant with 3 years of qualifying Canadian experience receives 64 standard work-length points. If that experience was in a 2.0-times occupation (e.g., Software Engineer NOC 21231), the 70-point bonus applies, elevating their Labour Market Integration score to 134 points.
  • Foreign work experience outside Canada does not count towards the high-wage bonus.
  • Skills transferability scoring is completely separate and does not use the high-wage criteria.

High-Wage Occupation Experience Bonus

Candidates with at least 12 months (1,560 hours) of qualifying Canadian work experience in eligible high-wage occupations receive extra points. The experience may be continuous or non-continuous, full-time or equivalent part-time, and combined across more than one eligible job.

At least 1.3 times (but under 1.5 times)+20 points

Crucial Rule: Occupation-Based, Not Individual Salary

High-wage status strictly depends on your National Occupational Classification (NOC) occupation, not your personal salary. IRCC sets each tier using the official median wage across all workers in Canada in that NOC code. A high individual salary in an occupation not on IRCC's high-wage list earns zero bonus points.

3. Job Offer Points Return to Express Entry

From 3 November 2026, a qualifying job offer in an eligible high-wage occupation earns 50, 70, or 100 CRS points.

  • To earn these points, the offer must be valid under Express Entry rules and belong to an occupation on IRCC's official high-wage list.
  • An off-list job offer can still help: An offer outside the high-wage list receives 0 CRS points, but it can still help you satisfy baseline program eligibility under Federal Skilled Worker (FSW) or Federal Skilled Trades (FST). CRS points and program eligibility remain two separate evaluations.

4. LMIA No Longer Required for Qualifying Express Entry Job Offers

From 3 November 2026, a Labour Market Impact Assessment (LMIA) is no longer required for a job offer to count under Express Entry.

  • No LMIA is required for the offer to support program eligibility (FSW and FST) or to earn CRS points.
  • Having an LMIA provides zero extra CRS points and zero priority over non-LMIA offers.
  • The offer may be for an existing or a new employment position.
  • The offer may come from an existing or an entirely new Canadian employer.
  • IRCC immigration officers will rigorously assess whether the offer is genuine and sustainable.
  • Does this mean you can immigrate without an LMIA? A qualifying offer can now be counted for Express Entry PR without an LMIA. However, candidates must still meet all other eligibility criteria. Crucially, this policy does not waive LMIA requirements that may still apply to temporary Canadian employer-specific work permit applications.

5. Which Occupations Benefit? Key Examples Across Tiers

IRCC has classified 186 high-wage occupations across three distinct tiers based on 2023–2025 Statistics Canada wage data. Here are standout examples across major industry sectors:

Duties Dictate Points, Not Mere Titles

Points depend on satisfying all regulatory requirements, including holding a genuine qualifying offer. A job title alone guarantees nothing: matching NOC lead statements, employment duties, and formal credential documentation remain non-negotiable.

6. What Do These Changes Mean for Applicants from India?

The strategic impact of the 3 November 2026 overhaul varies significantly based on your current location and profile:

  • Skilled professionals in India without Canadian experience: Offshore applicants without Canadian work experience or a Canadian job offer will not receive Labour Market Integration points. They can still qualify through maximum education credentials, foreign work experience, CLB 9+ language scores, and provincial nominations (PNP). However, the introduction of up to 100–150 bonus points for Canadian-integrated candidates will increase competition in general Express Entry draws.
  • Offshore applicants with genuine Canadian job offers: Securing an authentic offer in an eligible high-wage occupation can now directly inject 50, 70, or 100 CRS points without the employer enduring the lengthy and restrictive LMIA approval process.
  • International graduates & PGWP holders in Canada: Candidates who hold Post-Graduation Work Permits (PGWP) and accumulate 12+ months of experience in an eligible high-wage NOC gain a massive competitive boost of up to 70 bonus CRS points.
  • Healthcare, IT, engineering and managerial talent: A substantial proportion of occupations across these sectors appear directly on IRCC's high-wage list. Candidates should perform a meticulous NOC cross-mapping before projecting their revised CRS score.

7. What Happens to Existing Express Entry Profiles?

IRCC will automatically recalculate existing Express Entry profiles once the new scoring algorithm takes effect on 3 November 2026. This system-wide recalculation may take up to two weeks, during which Express Entry invitation rounds will be temporarily paused.

Interim Workaround: Qualifying Job Offer Without an LMIA

Because IRCC's online Express Entry portal has not yet launched the updated interface fields for non-LMIA offers, candidates holding a genuine qualifying job offer must use the official placeholder values specified by the department under 'Work History' before 3 November 2026:

Required Placeholder Data for Non-LMIA Job Offers
Online Profile QuestionExact Value to Enter
Was a positive LMIA issued for the job offer in Canada?Yes
LMIA number00000
LMIA issuance date2026-01-01
LMIA expiry date2029-01-01

8. Genuine Offer Scrutiny: Does an Offer Guarantee PR?

No. A Canadian job offer does not guarantee an Invitation to Apply (ITA), permanent residence approval, or work authorization. IRCC immigration officers thoroughly audit every job offer during permanent residency processing to verify its authenticity.

  • The employer is actively operating a legitimate commercial enterprise in Canada.
  • The employer possesses the financial capability to fulfil all wage and working condition terms.
  • The job offer addresses a genuine, demonstrated business requirement rather than an immigration arrangement.
  • The employer remains in strict compliance with federal and provincial employment and recruitment standards.
  • The applicant is qualified, licensed (where required), able to execute the job duties, and genuinely intends to take up the position.
  • Warning on Misrepresentation: Paying for arranged employment, purchasing fraudulent job offers, or providing fabricated documentation carries severe penalties under Section 40 of Canada's Immigration and Refugee Protection Act (IRPA), including mandatory 5-year bans and permanent criminal inadmissibility.

9. Frequently Asked Questions (FAQs)

Essential clarifications regarding the 2026 Express Entry scoring changes:

  • When do the new CRS changes take effect? 3 November 2026.
  • Will Canadian job offers earn CRS points again? Yes. Qualifying job offers in eligible high-wage occupations earn 50, 70, or 100 points depending on wage tier.
  • Is an LMIA required for Express Entry job offer points? No. An LMIA is no longer required for job offer CRS points or FSW/FST program eligibility.
  • My personal salary is very high. Do I qualify for the high-wage bonus? Not automatically. High-wage tier qualification is based strictly on the Canadian median wage for your NOC code, not your individual contract salary.
  • Can applicants residing in India receive job offer points? Yes, provided they hold an authentic, verifiable job offer in an eligible high-wage NOC from a compliant Canadian employer.
  • Will Canadian experience automatically earn 150 points? No. Points depend on cumulative months of skilled Canadian employment, whether the NOC is on the high-wage list, and marital status.
  • What should I enter if my job offer lacks an LMIA? Enter 'Yes' for LMIA, with number '00000', issue date '2026-01-01', and expiry date '2029-01-01' before 3 November 2026.
  • Do existing Express Entry profiles need to be deleted and recreated? No. IRCC will recalculate all active profiles automatically over a 2-week window.
  • Will CRS cut-offs drop after 3 November 2026? IRCC has made no commitment regarding cut-offs or round sizes. While category draws will continue, pool dynamics will shift as Canadian experience and job offer holders gain points.
